Waste Strategy & Kerbside Recycling
FORTNIGHTLY KERBSIDE RECYCLING COLLECTION COMMENCES in BRADDAN, ONCHAN & DOUGLAS.
The fortnightly collection of kerbside recycling boxes (pictured below), delivered to most households in Douglas, Onchan and Braddan, commenced on Monday 3rd November. Householders included in the first phase of the Kerbside Collection Scheme have been provided with the collection boxes, together with an instruction leaflet and collection calendar indicating on which day the boxes are to be set out. Around 15,000 households in Braddan, Onchan and Douglas received two 55 litre 'kerbside' boxes during the weeks commencing 20th & 27th October. The boxes are for the collection of paper, glass bottles and jars, food and drinks cans and plastic bottles as part of a new recycling scheme which is designed to make recycling easier for householders.
A blue box with showerproof cover is provided for paper (e.g. newspapers, glossy magazines and junk mail). The showerproof cover will stop the paper from getting wet.
A green box with elasticated net cover is provided for glass, bottles & jars; food & drinks cans; plastic bottles.The net cover will keep the box contents in place and stop the plastic bottles from blowing away.
These recycling boxes will be collected on a fortnightly basis with NO CHANGE TO HOUSEHOLD RUBBISH COLLECTIONS (i.e. households should put their wheelie bin out for collection as normal). Residents included in the first phase of the Scheme have also been provided with advice and instruction on how to use their recycling boxes, a household collection calendar and a dedicated helpline number in case they have any queries or concerns. Boxes are usually collected from the front of the house.
The three year Scheme is being delivered as a partnership between officers and political members from the Department of Local Government & the Environment, Braddan Parish Commissioners, Onchan District Commissioners and Douglas Corporation.

IOM WASTE STRATEGY REVIEW - REPORTS
The Department of Local Government and the Environment is undertaking a review of the way waste is currently managed, and should be managed, on the Island over the next 10-20 years. Two reports have been issued as part of this Review of the Island's Waste Management Strategy. The first Interim Report, prepared for the Department as part of the Review of its Waste Management Plan 2000, provides an update of work completed and highlights areas where additional work is required prior to preparation of the Strategy and development of an Implementation Plan. Since 2000 there have been considerable changes in the way in which waste is managed on Island and how waste is considered in the global context of managing resources. The Report therefore identifies key issues that need to be considered as part of the Review, including: how far we as an Island can be self sufficient in managing our wastes; how we manage the increase in the amount of waste we produce; and, how far our waste management strategy can deliver reductions in carbon emissions and loss of non- renewable resources through increased recycling. It sets out in an appendix the options for managing specific waste types, considering each option in the context of the waste hierarchy.
One of the key Issues identified in the Interim Report concerns the nature and type of baseline data required to allow forecasting of waste arisings. The Data Report (listed at the end of this page) considers in detail this issue and identifies a strategy for data collection and use. The Report: identifies the data required; reviews the current availability of waste data; assesses its utility for strategic planning purposes; identifies options for enhanced collection of data and the benefits of those options; recommends which data option to adopt to enable forecasting of waste arising; and, develops that data as part of the review of the waste strategy. Work is now under way to undertake a survey of commercial and industrial waste arising, a survey or organic waste arising, and an audit of civic amenity sites.
The Reports are not at this juncture intended as a documents for formal consultation. However it is acknowledged that there may be matters discussed in both papers about which individuals may wish to make comment. These will be welcomed and will be considered as part of the on-going review. A formal consultation will be issued by the Department in due course.

Kerbside Collection Study
In April 2006, the Department of Local Government and the Environment (DLGE) and representatives from Local Authorities (LAs) formed a partnership Kerbside Collection Working Party (KCWP). The need for kerbside recycling was recognised by Tynwald in January as part of a long-term strategy for managing the Islands household waste. The remit of the KCWP was to research the options for, and costs of, implementing kerbside collection of recyclable materials throughout the Island.
Over the past year the KCWP have worked with the consultants appointed to provide technical guidance, to collate data and consider options for introduction of kerbside. A Final Options Appraisal Report was produced (listed at the bottom of this page) including details of: household waste arisings and composition; data used in modelling; geographical areas modelled; the technical model used to estimate costs and resource requirements for each kerbside option; and, estimates of tonnages recovered for recycling.The Options Appraisal report did not recommend a preferred option, but provided the data necessary to allow an assessment of resources and infrastructure required to implement kerbside collection. The outcome of this assessment has been the production of a draft Kerbside and Recycling Strategy which was presented to representatives of all Local Authorities at a meeting on 17th September 2007 (see powerpoint presentation listed at the bottom of this page). This draft Strategy has now been endorsed as the Kerbside Collection and Recycling Headline Strategy for the Island. A copy of this document can be downloaded via the link at the bottom of this page.
The Headline Strategy objectives include: introduction of kerbside collection for paper, metal cans, glass bottles and jars, and plastic bottles in a Phase I area (Braddan, Onchan and Douglas) by October 2008; expansion of bring bank recycling facilities; enhancing recycling facilities at CA sites; and, identification of a financial mechanism to deliver the long term funding of recycling on the Island (kerbside, bring banks, Civic Amenity Sites etc).
Public Survey Results - 2006 Governors Hill Kerbside Recycling Trial
In 2006, Douglas Corporation completed a five month kerbside recycling trial within the Governors Hill area. Participating households were each provided with a plastic recycling box for their newspapers, magazines, glass and aluminium. Following on from this trial, the Department of Local Government and the Environment (DLGE) in partnership with Douglas Corporation, commissioned a public survey of Governors Hill residents.
